Se debe invertir en flota marítima propia para Pemex, dijo Armando Etcheverry

Armando Etcheverry, integrante del Comité Nacional de Estudios de Energía, dijo ayer ante el Senado de la República que México tiene la capacidad suficiente para invertir 830 millones de dólares en al menos cinco buques propios para el transporte de petróleo, con lo cual obtendría una tasa de retorno interno del 25 por ciento, calculada para 20 años. Etcheverry fue invitado por el Frente Amplio Progresista para participar en la Decimoprimera mesa de debate sobre la reforma energética, en la cual compartió lugares con Raúl Monteforte Sánchez, Isidro Rodríguez Carvajal, Juan Pablo González Córdova, Miguel Marón Manzur, Mario Nieto Garza, Jorge García Henaine y Jorge Padilla Acevedo. En su exposición, Etcheverry explicó que una embarcación nueva, con una capacidad aproximada de 45 mil toneladas de peso muerto, tiene un costo de alrededor de 50 millones de dólares; sin embargo, contra toda lógica, los administradores de Petróleos Mexicanos rentan 14 embarcaciones pagando 25 mil dólares diarios, por lo que es más conveniente adquirir una flota propia. Etcheverry también propuso ejercer una inversión de al menos 400 millones de dólares para terminales marítimas, con lo cual asegura que se obtendría una tasa interna de retorno del 35 por ciento, también en dos décadas. El ingeniero aprovechó la presencia del diputado panista Juan José Rodríguez Prats en el foro para recordarle que siendo senador defendió la administración que se estaba haciendo de la parestatal, la cual, afirmó, ha quedado evidenciada en su ineficiencia. El representante albiazul sostuvo su dicho, en una réplica, pero terminando su alocución abandonó furioso la sala. Al principio de su ponencia, Etcheverry lamentó que el Senado no hubiera realizado un planteamiento de reforma energética integral y sólo se haya enfocado a Pemex.
